2013 DBA AGM – Draft Minutes

Below are the DRAFT minutes from this year’s AGM:

                        Delta Beach Annual June 30 meeting 2013

DBA Executive in attendance: Scott Greenlay, Rick Roy, Don Clarkson, Val Smith Absent: Kelly Tomalin, Larry Muirhead

  1. Last year’s minutes moved as discussed.  ( Don Clarkson and Val did not have them on site)
  2. E.F. Moon is going to be removing trees and cottages marked for clean-up. We are looking at DFA funding for dead tree removal on south side.
  3. ALMS-Scott Greenlay: 4 priorities: lake level down, prevent from happening again, compensation that is fair, restoring people to where they were before it happened. Steve Topping did say it is certain that an outlet will be done for future flooding. You are encouraged to speak to your MLA regarding this.  Presentation from Darcy and Deacon for a class action lawsuit. We are all included unless we opt out. It has to be certified by the courts. The prov. has chosen not to respond therefore proof is being found by Darcy and Deacon. We will know in the fall if we get certification.  We are also meeting as a technical committee. We are pushing for dropping the level of the lake so we can do shoreline restoration.  We are pushing for permanently dropping the level. They have agreed to drop it one foot. Important survey out that all need to respond to. They are figuring out if the channel is worth doing with economic sense.  We need honesty on this on the survey.  Please be sure to keep updated by looking at the website regarding ALMS.  Lake St. Martin is suing the government at this time.
  4. Campground and trailer park:  RM had a study on what to do here. A report has been issued, July 9, 4-7pm drop in discussion regarding this if you are interested. In the multi-purpose room at the PCU center.
  5. Recycling will be on the long weekends, they will be found at the Interpretive centre.
  6. Garbage:
  7. Snow Removal: Challenging year. We are in constant conversation with the RM to improve the snow removal.
  8. Boat Channel: tenders have been taken to dredge it. DBA will award the tender next week.  We may have to look funding in the future for this.  We have a maintenance agreement with DFO and just need to notify them when the work needs to be done. We are digging a brand new channel as it has filled in. We have lost all 6 ft. and there are sandbars as well.  This channel is a safety issue and boating issue.
  9. Budget: Hextall grant can be applied for next year. Motion to be accepted : Ken Holland and Todd Andrich. Motion carried.
  10. Reports: President of DBA- Don Clarkson> great summer, snow clearing an issue. Snow stayed long. Challenge is to keep the govt. following through.  Fairford by-pass must be built.  New garbage pick-up due to contractor issues thus BFI system. The boat channel should be done in July.  DFA funding hopefully comes through to reduce our cost.  Land use policies are coming out regarding trailers on lots.  DBA special levy coming as well.

R.M is also in discussion with the DBA. Special levy meetings will be coming.  Mill rate funding is to keep this organization working.  What does Delta need? What are our priorities?  Happy safe and healthy 2013!

Questions: re BFI where are they?  2 are at interpretive centre, west beach, 2 at public beach, one at far west.  We can use the dump with no tipping fees. RM pays on our behalf. RM is paying for 20% of the cost of the bin at the public beach. BFI s are for home waste not construction waste.  We have much waste on the north side near Cherry Avenue and it needs to be dealt with. There has been no interest in clean- up of the marsh.

RM report: Terry Simpson and Larry Gibbs.  Terry Simpson- RM asked the province if we can clean –up and they told the RM to stay out. The province said they would do the clean-up but they never said when. Area by Cherry Ave is DBA’s so we could perhaps authorize the RM to clean up.  Please come to the meeting on July 9 from 4-7 at PCU centre.  Could be ¼ million dollars for seasonal and public beach. No more permanent trailers same as provincial campground.  Lake front clean –up. Discussion with Jason Manning will get back to the RM. He said he didn’t know there was an issue.  Roads at Delta will have calcium soon. Road conversation is being done at this point. Feds want the gravel taken and down to the black top and start again.   RM is refusing to tear it down. We are working on DFA to do the black top.  That will not happen till 2014. RM will look at the road bumps. Culverts will be put in place in 2014 when road done as well.  Far west will be closed off so public access.  Weed control must be looked after by the owner. This is on the site that people own.  Tree removal is a winter project on north and south side on RM property. Trees will be marked and later removed.

Snow removal, new piece of equipment for the winter has been purchased.  Special Levy could be pursued for Delta to have your own blower.

Regrets from our MLA for his absence today, Ian Wishart says the diversion is running as expected and under rule regulation.

New Election of Executive- all stay.

New Business:  Motion the DBA to approach the RM to assist in the Cherry Ave. assoc. land. Moved.

The old school house- should we take it down? Moon could tear it down- Motion made to tear down the school house.

Playground- we will look at decisions later on this.

Delta Waterfowl is looking at moving students back here.

Hextall grant ,can we use it on the boat launch.
